The court stated that "Clemente's comments fall under 'freedom of expression.'" In its ruling, which Reuters accessed on Monday, September 1, amid a separate scandal regarding Rubiales' conduct at the Women's World Cup last month, the court in Madrid noted, "The issue pertains to freedom of expression regarding a public figure." Rubiales may appeal this ruling. He also declined to comment, and Clemente, the coach of the Spanish men's national team in the 1990s, could not be reached for comment immediately.
