The federation has struggled to find a suitable stadium within the country, prompting thoughts of hosting it abroad, with negotiations ongoing with several countries including Cyprus, Britain, and Poland. It announced that "two stadiums have been identified, and one will be chosen by May 12." Cypriot police stated that they "rejected a request from the Greek federation in April due to security concerns." The mayor of Sosnowiec in Poland, Arkadiusz Henczyński, indicated on Facebook that "the issue of hosting the match is under discussion," adding: "In fact, talks have been ongoing for several days." Matches between AEK and PAOK are always considered high-risk due to fan violence. The Greek federation blamed its inability to find a suitable venue in Greece on "a coordinated attempt by certain parties to prevent the cup final from being hosted under the pretext of fan violence, which the federation does not take responsibility for."
