Dutch Prime Minister Mark Rutte indicated that "the Israeli army's operation to eliminate the Palestinian Islamic Resistance Movement 'Hamas' is necessary, but it must be carried out within the framework of international law regarding wars and with minimal harm to the civilian population in Gaza." He added upon arriving at the European Union summit in Brussels: "Unfortunately, there is a necessity for a military operation to eliminate Hamas; there is no other way, otherwise Israel will not be able to survive in the long term, but this must be done with minimal harm to the civilian population."
