It was noted that "this is the first time a fine has been imposed on Apple for this violation." The company temporarily halted all sales of its products in Russia shortly after Moscow sent tens of thousands of troops to Ukraine in February 2022 and limited Apple Pay services in Russia. Moscow has been in clashes with major tech companies for years over content, censorship, data, and local representation in disputes that escalated after the onset of the Russian attack on Ukraine.
