The Russian government announced today, Friday, that it has "lifted the ban on diesel exports via pipelines from ports, thereby removing most of the restrictions it imposed on September 21." The government stated in a press release that it "has lifted the restrictions on diesel fuel exports delivered to maritime ports via pipeline, provided that the manufacturer supplies at least 50 percent of the produced diesel fuel to the domestic market." The government has also increased export duties on fuel for distributors to 50,000 rubles per ton, up from 20,000 rubles, and reinstated support for oil refineries. Diesel accounts for the largest portion of Russia's oil product exports, amounting to about 35 million tons last year, with nearly three-quarters shipped via pipelines. Additionally, Russia exported 4.8 million tons of gasoline in 2022.
