The commander of the Rapid Support Forces in Sudan, General Mohamed Hamdan Dagalo, announced that the forces will begin consultations to establish a civil authority in the areas under their control if the attempts by the army commander, General Abdel Fattah al-Burhan, to "claim false legitimacy" continue. Dagalo added that Burhan's formation of a government based in Port Sudan "means that we are heading towards scenarios that have occurred in other countries with two parties controlling different regions in one country."
