China, Iran, and Saudi Arabia confirmed in a joint statement that, "In response to a generous initiative from Chinese President Xi Jinping to support the development of good neighborly relations between Saudi Arabia and Iran, and based on the agreement between Xi Jinping and the leadership of both Saudi Arabia and Iran, the People’s Republic of China will host and sponsor discussions between the two countries. This initiative reflects their desire to resolve differences through dialogue and diplomacy within the framework of the brotherly ties that connect them, adhering to the principles and objectives of the United Nations Charter, the Organization of Islamic Cooperation, and international treaties and norms."
The statement noted that "from March 6 to 10, 2023, in Beijing, discussions took place between delegations from both countries, headed by Saudi Arabia's Minister of State, Member of the Council of Ministers, and National Security Advisor, Musaad Bin Mohammed Al-Aiban, and Iran’s Secretary of the Supreme National Security Council, Admiral Ali Shamkhani."
The statement also highlighted that "both the Saudi and Iranian sides expressed their appreciation and gratitude to the Republic of Iraq and the Sultanate of Oman for hosting dialogue rounds between the two sides during 2021-2022. They also expressed their appreciation and gratitude to the leadership and government of the People’s Republic of China for hosting and sponsoring the discussions and their efforts to make them successful."
The three countries announced that Saudi Arabia and Iran reached an agreement to resume diplomatic relations and reopen their embassies within a maximum period of two months. It includes reaffirming respect for the sovereignty of states and non-interference in their internal affairs. The two sides agreed that the foreign ministers of both countries will meet to activate this agreement, arrange for the exchange of ambassadors, and discuss ways to enhance their relations. They also agreed to activate the security cooperation agreement signed on April 17, 2001, and the general cooperation agreement in the fields of economy, trade, investment, technology, science, culture, sports, and youth, signed on May 27, 1998.
All three countries expressed their commitment to exerting every effort to enhance regional and international peace and security.
