A document seen by Reuters on Monday stated that U.S. Secretary of State Antony Blinken issued an exemption from U.S. sanctions to allow the transfer of six billion dollars of frozen Iranian funds from South Korea to Qatar as part of a prisoner exchange agreement between the United States and the Islamic Republic.
