Kremlin spokesperson Dmitry Peskov condemned the Armenian Parliament's decision to "wrongly ratify joining the International Criminal Court," warning that it could "harm the relations between the two countries, given the arrest warrant issued by the court against President Vladimir Putin in connection with the Ukraine war." Peskov stated, "We do not believe that Armenia's ratification of the Rome Statute is a correct decision in terms of bilateral relations. We still think that this decision is wrong." Moscow also emphasized that there is no alternative for Yerevan to the regional security alliance led by Russia, amid tensions in relations between the traditional allies in recent months, particularly due to the Nagorno-Karabakh crisis.
