A severe tornado struck the Sakhalin Peninsula in the far east of Russia on Thursday, resulting in heavy rainfall in its southern region. Authorities in the capital of the region, Yuzhno-Sakhalinsk, declared a state of emergency, as water and mud flooded the streets. Cars were almost covered with water up to the roof. Bus passengers were surprised as water flowed directly into the cabin. Small channels turned into rushing rivers. Water inundated roads, bus stations, gardens, parks, ground floors, and basements of buildings. Electricity was cut off for nearly 3,000 residents, and classes were canceled in schools.
