The Small Island States Alliance stated on Wednesday that it sees "a series of gaps" in the proposed text for the United Nations Climate Change Conference (COP28) agreement. The alliance, which represents countries disproportionately affected by climate impacts, stated, "The text does not specifically address the phasing out of fossil fuels and mitigating their effects in a way that actually represents the 'needed change,' including rising sea levels." They added, "It is gradual, not transformative."
