Efforts to unite the competing factions in Libya to hold elections have been a central focus of diplomacy for years, but little progress has been made regarding these elections since a ceasefire was established in 2020. The High Council of State has a say in significant political matters, according to the terms of a political agreement made in 2015, and is engaged in ongoing negotiations with the internationally recognized Parliament in Libya, the House of Representatives, based in the east.
