Red Cross Announces Willingness to Mediate in Prisoner Exchange Between Russia and Ukraine

Boris Michel, head of the International Committee of the Red Cross (ICRC) mission in Moscow, announced that the Red Cross is prepared to mediate between Russia and Ukraine in a prisoner exchange if requested by both parties. Michel stated, "I would like to emphasize that we regularly meet with the Commissioner for Human Rights in Russia, Tatyana Moskalkova, and we discuss various issues, including the matter of prisoners and the missing, as well as the protection of civilians. The ICRC does not participate in prisoner exchanges between Russia and Ukraine, but we are ready to act as a neutral party and mediator if asked." Moskalkova recently held a meeting with Michel and his staff, during which they discussed issues related to prisoner visits and the exchange of information regarding assistance for civilians wishing to reunite with their relatives in Ukraine and Russia.
