The Authority wishes to clarify the following: In principle, a specific date for awarding a contract cannot be determined unless the terms of reference are ready, allowing interested parties to participate and review them upon the announcement of the tender.
Since the previously prepared terms of reference for the tender, due to numerous inquiries from potential bidders, necessitate reconsideration and amendments to key points including: pricing equations, technical requirements, funding sources, and contradictions in some clauses. Given that the administration has been focused on making these necessary and essential amendments, we want to confirm that the contract will never be canceled but will be relaunched according to the proper procedures, while adhering to the legally specified timeframes for announcement and awarding."
