The Kurdish news agency "Rudaw" released a video showing Al-Haytham wedding hall in Nineveh hours before it caught fire. The video indicates that the number of seats for attendees was in the hundreds, which explains the high number of casualties and injuries. According to witnesses, the hall's doors operate on electricity, making the place feel like a prison when the power went out and causing difficulties in locating the emergency exit in the darkness. The agency clarifies that the hall is unlicensed and did not obtain approvals for its construction, having been built from non-compliant, highly flammable materials and lacking any safety conditions. Regarding the license, the Civil Defense in Nineveh stated that licensing is under the municipality's jurisdiction, noting that it became clear during the review that this hall had not received any approval or construction license. They confirmed that the directorate had not been informed of any request for a building permit for this hall, which was constructed from 2018 to 2020, emphasizing that its location under high-voltage towers constitutes a "major violation." It was also pointed out that many buildings were constructed after the region was liberated from ISIS, taking advantage of the situation at that time.
