The Minister of Foreign Affairs in the caretaker government, Abdullah Bou Habib, announced that "we do not accept Hezbollah being moved back beyond the Litani, as this would lead to a renewal of war". He stated, "We will only accept a complete solution to all border issues with Israel." Bou Habib pointed out that "the Lebanese Army does not have sufficient capacity to deploy along the borders."
