They must provide documents proving that they have registered with the military for at least one year." The list of eligible individuals includes those who have signed contracts with the regular army or other "military formations," a term that could apply to groups such as the Wagner private security company. This measure appears aimed at creating additional incentives for military-experienced foreigners to apply to join the Russian army.
