Igor Kirillov, the commander of radiation, chemical, and biological defense forces, warned that Ukrainian forces might resort to using biological weapons due to the failure of their "counteroffensive." Kirillov stated, "Given that Ukrainian forces have generally failed to achieve any serious successes during the so-called counteroffensive, the Ministry of Defense anticipates a shift in their activity towards unconventional warfare, including the use of biological weapons, which could involve the deliberate contamination of water sources, including drinking water, food supplies, and agriculture." He added, "Indirect evidence of this is the discovery of a large number of strains transferred from American thermal farm groups in the liberated areas, in addition to frozen biological media for growing bacterial and viral pathogens."
