The Minister of Public Works and Transport in the caretaker government, Ali Hamie, stated that "the integration between all stakeholders, including ministries, agencies, and citizens, to prevent the formation of torrents and floods on highways and internal or main roads is essential. The Ministry of Public Works and Transport is limited to its responsibilities of clearing and cleaning rainwater drainage systems on the following highways and main roads:
- The highway extending from the north of the Beirut River towards Jounieh, the Casino, Tripoli, reaching Abu Ali Roundabout.
- Abu Ali Roundabout (Tripoli) to the Syrian border.
- The road from Shkka, Koura, Bsharri, Zgharta to Tripoli.
- From Shtura Square to Baalbek, reaching the Syrian border.
- Hazmiah, Shtura, Al-Masnaa, Rashaya to Marj al-Zuhur.
- Airport road, Khalda triangle, Shuweifat, Camille Chamoun Boulevard towards Al-Rihab Station to San Simon, reaching Khalda triangle.
- Ghadeer River (from Kfarshima Bridge towards the airport).
- Khalda Highway, Al-Olwi, Tyre to Nakoura.
- Zahle Junction to Nabatieh, Marjeyoun to Marj al-Zuhur."
