Luxembourg's Foreign Minister, Xavier Bettel, mentioned that "the European Union may face difficulties reaching an agreement on an initiative by some member states to impose sanctions on Israeli settlers responsible for violence against Palestinians in the West Bank." In an interview with Reuters in Brussels, he pointed out that "EU leaders argued for hours even over minor language differences regarding the Israeli-Palestinian conflict." He added: "Thus, it may be difficult to impose sanctions on the settlers," but clarified that he supports such measures. Bettel continued: "It is important that impunity is not accepted, and violent settlers must be punished; if the (Israeli) authorities do not do so, we must."
