The newspaper added, "The release of Palestinian prisoners with significant sentences will be in exchange for the release of Israeli prisoners in Gaza." Earlier, the U.S. State Department stated that it believes an agreement on the release of prisoners is possible, depending on Hamas. Sources revealed to Al Jazeera the initial framework for the ceasefire and prisoner exchange agreed upon by Israel in Paris, which includes:
- A gradual return of displaced persons to northern Gaza, except for those of military service age.
- Israel's acceptance of Hamas's request to increase aid entry and temporary housing into the area and to introduce heavy machinery and equipment.
- Israel proposing to reposition its forces outside densely populated areas and stop aerial reconnaissance for 8 hours a day.
- Israel agreeing to release 400 Palestinian prisoners, including several with significant sentences.
- The release of 400 prisoners by Israel will be met with the release of 40 Israeli prisoners, including women and the elderly.
