Samantha Power, the head of the U.S. Agency for International Development, called today for the facilitation of essential humanitarian aid for Armenian civilians in the Nagorno-Karabakh region, describing the situation there as "horrific." During a visit to Armenia, Power stated, "The United States will provide $11.5 million in humanitarian assistance." She added, "It is extremely important that independent observers and relief organizations are allowed access to people who are still in desperate need of assistance in Nagorno-Karabakh." On Tuesday, Azerbaijan announced the launch of "anti-terrorism operations" targeting Armenian forces in the disputed Nagorno-Karabakh region, just hours after six Azerbaijani citizens were killed in separate landmine explosions. Azerbaijan indicated that it had taken control of over 60 Armenian military sites.
