Ibrahim Kanaan, head of the Finance and Budget Committee, clarified that "the joint committees session tomorrow will discuss the emergency plan to review it and the way it will be financed and implemented." In an interview with "Voice of Lebanon," Kanaan pointed out that "the budget figures are unrealistic, with a significant flaw in calculating revenues based on 85,000 for the dollar instead of the actual dollar rate, and expenses calculated at 15,000, in addition to not embodying an economic vision focused on social justice, stimulating the economy and investment, and implementing reforms." He emphasized that "the focus in the proposed budget on the third section under the title of tax amendments, which includes random increases in fees and fines, is done without respecting the rules for preparing budgets and the public accounting law in its preparation."
Kanaan added, "The exceptional situation that Lebanon is going through and the assaults it faces compel MPs to assume their responsibilities and apply at least a minimum level of parliamentary oversight." He also expressed his objections to the government's performance and stressed the "role of the parliament in making necessary amendments and the possibility of challenging the budget in the event it is passed in violation of constitutional principles before the Constitutional Council, and the need for the government to adhere to the law and the constitution to halt the practices that have led Lebanon to collapse, and to activate accountability in the financial judiciary."
