Al-Arabiya obtained the Israeli conditions that were communicated to international mediators regarding Lebanon. Among these, Israel agreed to allow Hezbollah to maintain certain observation posts in cooperation with the Lebanese army and French forces. According to Al-Arabiya sources, Israel conditioned the presence of the Lebanese army along the border with French forces and required that weapons south of the Litani River be limited to the Lebanese army. The sources also indicated that there is an "American guarantee" that Israel would not conduct any operations in southern Lebanon, and that American forces would be deployed on the Israeli side. Furthermore, Israel stipulated French oversight of the border from the Lebanese side and American oversight from the Israeli side. Al-Arabiya sources revealed an "imminent agreement between Hezbollah and Israel regarding arrangements along the Lebanese border." For his part, Israeli war council member Benny Gantz emphasized that "Iranian-backed Hezbollah attacks necessitate action from Israel to eliminate the threat." He pointed out that he made it clear to U.S. Secretary of State Antony Blinken that the international community must act to ensure the Lebanese state stops aggression in the border region, and that "we want to change the reality of the border with Lebanon." Gantz briefed Blinken in a phone call about "the progress made in the military campaign against Hamas in Gaza."
