Hamas stated in a communiqué that "Israel's offer to supply Al-Shifa Hospital with approximately 300 liters of fuel represents a disregard for the pain and suffering of the patients and medical staff trapped within its walls, without water, food, or electricity; this amount is insufficient to operate the generators for more than half an hour." It affirmed in the statement that "it has no presence within its decision-making structure and that it is entirely under the authority of the Palestinian Ministry of Health, which manages its administrative and technical affairs."
