Israeli Prime Minister Benjamin Netanyahu considered that "negotiations regarding a prisoner deal are difficult and require pressure not only on Hamas but also on Qatar, which can exert pressure on the movement." In a speech at a conference for American Jewish organizations, Netanyahu emphasized that "comprehensive victory means the release of prisoners," adding, "We still have a way to go and are waiting for the release of the remaining prisoners." He continued: "Our equation... the release of prisoners can be achieved through military operations and negotiations, which are difficult and require pressure not only on Hamas but also on Qatar." Netanyahu added, "I hope we can reach a deal for the release of our prisoners, but with or without a deal, we must continue to accomplish the mission," further stating, "I agree with President Joe Biden that we must do what we need to do to avoid civilian casualties." The Israeli Prime Minister said, "We have eliminated three-quarters of Hamas battalions in Gaza... We cannot leave any Hamas military battalion without targeting it, just as we did not spare ISIS." He noted that "the day after Hamas is the day that comes after eliminating Hamas and removing it from the scene, and Israel cannot accept international dictates imposing a Palestinian state on it, and they should realize that the people of Israel stand united behind this decision."
