Salaries of Public Sector Employees After the Implementation of the New Budget Law

"International Information" published a study on the salaries of public sector employees after the implementation of the new budget law. It stated: The salaries of public sector employees increased after the application of the general budget law for the year 2022, issued under the effective law number 10/2022, specifically Article 111, which stipulates a salary increase for public sector workers and retirees starting from 1/10/2022. This increase amounts to twice the basic monthly salary or the basic wage, whether daily or hourly, or the basic pension amount, without any additional increases of any kind or name. The total amount received by the beneficiary, including their basic salary, shall not be less than five million Lebanese Lira, and the amount of this increase shall not exceed 12 million Lebanese Lira, which does not count towards end-of-service indemnity calculations.

Accordingly, if a "public sector employee" has a salary of 1,340,000 Lira, their new total income becomes 5,000,000 Lira (five million), considering that the total amount received by the beneficiary, including their basic salary, will not be less than five million Lira. Notably, this increase has eliminated the disparities between the fourth and fifth categories, establishing a minimum income of five million Lira for both. The income of a general director (first category) now ranges between 13.5 million and 21 million Lira at most. The table below shows the salaries of public sector employees according to the categories and degrees stipulated in the salary scale law.
