Player agents have lost their appeal to stop the implementation of new regulations from the Fédération Internationale de Football Association (FIFA) regarding capping transfer commissions and conducting licensing tests, following a decision by the Court of Arbitration for Sport in favor of the football federation on Monday.
The Union of Professional Football Agents appealed to the Swiss sports court after FIFA proposed a new system to cap commissions last January. The new regulations are set to come into effect on October 1st.
The sports court stated that "the new regulations contradict European Union laws and competitions have been completely rejected."
The agents' union expressed their "great frustration" with this decision. They stated, "The Union of Professional Agents will carefully study the decision before determining the next steps, and we will continue to support all issues against these regulations, especially those related to the cap on commissions."
FIFA indicated that "the international federation welcomes the decision that fully confirms the legality, validity, and correctness of FIFA's regulations regarding football agents. This underscores FIFA's position that the agents' regulations are a regulatory and appropriate measure that helps address systemic issues in the player transfer system."
