The Israeli Home Front Command revealed that it has utilized the last few weeks to implement a rapid plan to establish shelters for residents in settlements along the Lebanese border, especially for those living in old buildings that lack emergency shelters, and for those who do not have enough time to reach shelters after the sirens sound, most of which are located in suburbs including the outskirts of Haifa. According to the newspaper "Yedioth Ahronoth," under the plan formulated and budgeted in the last two months, "collective shelters" have been found where settlers without shelters can go, where they will stay for relatively short periods—ranging from several hours to a few days. These are primarily underground parking lots. Military assessments suggest that such actions precede a large-scale operation being prepared by the military against southern Lebanon, as the security agency has completed a series of procurement actions to facilitate the evacuation of residents in the event of an operation referred to as "Resilient Harbor."
