The Minister of the Displaced in the caretaker government, Issam Sharaf Al-Din, announced that the European grant is supposed to be discussed in the first session of the Council of Ministers and put to a vote. He clarified that "this talk will not please the caretaker Prime Minister Najib Mikati," and stated: "Some people are bought while others remain silent." He viewed the one billion euros European grant as "a bribe." Sharaf Al-Din's remarks come in reference to the European Union's desire to keep Syrian refugees in Lebanon.
