The Minister of Energy and Water in the caretaker government, Walid Fayyad, praised the training operations despite the conditions the country is facing and the modest logistical capabilities for such training, especially after the port explosion, which resulted in damage to specialized equipment for dealing with oil spills within the naval forces. During his visit to the Lebanese Army's naval base, Fayyad stated that "this training, which is one of several areas mentioned in the memorandum of understanding with the University of Balamand, must be ongoing to enhance constructive work and establish foundations for interaction between the crisis cell, the trainees, and volunteers, especially since Lebanon, as an oil-producing country, is in dire need of launching such programs. The Ministry of Energy is always ready to sponsor them to preserve national waters and beaches, as well as the waters of the Mediterranean Sea."
Fayyad also commended the efforts of the committee responsible for following up on the implementation of the memorandum of understanding with the University of Balamand, whether from the university or the ministry, and called for more collaborative efforts. He finally expressed hope to establish a center in cooperation with Cyprus, the Arab Republic of Syria, and Turkey for rapid and effective intervention.
