Clarification from the Minister of Justice Regarding the Amnesty Decree

The Minister of Justice in the caretaker government, Henry Khoury, issued the following statement: "The Minister of Justice wishes to clarify that the request for special amnesty submitted by the individual or their legal representative is decided by the Amnesty Committee, which is composed of three members from the Supreme Judicial Council, after the Public Prosecutor reviews the file and submits his report regarding it. Based on the two aforementioned positions, the Minister of Justice proposes issuing the special amnesty decree if both opinions are positive.

Thus, the role of the Minister of Justice in his proposal is based on the aforementioned positions, namely the Amnesty Committee and the Public Prosecution, neither of which indicated in the case of the late Mohamed Ahmed Al-Hassan any information regarding his death. It is noted that the Minister of Justice has no role in conducting any investigation in this regard, hence the need for clarification."
