Crucial Instructions for Syrian Displaced Persons in Beirut

The Public Relations Department of the Beirut Municipality reported that a statement was issued by the Governor of the City of Beirut, Judge Marwan Abboud, concerning Syrian displaced persons. It stated:

"According to the letter issued by the Minister of Interior and Municipalities No. 42/ص.م. dated 2/5/2023 regarding measures concerning the status of Syrian displaced persons and the necessity of coordination among all administrative entities and relevant authorities:

1. All Syrian displaced persons residing within the city of Beirut are requested to visit the Municipality building in downtown Beirut, first floor - Office 124, to submit their documents and register their place of residence. This should be done every Wednesday and Thursday from 11:00 AM to 3:00 PM.

2. Each tenant or resident among the Syrian displaced persons must submit their identification documents and register their rental contract with the municipality within a maximum period of fifteen days from the date of notification, under the threat of legal action.

3. Property owners are requested not to sign any rental contracts without notifying the governorate and verifying their registration with the municipality, ensuring that the Syrian displaced person has legal residency to avoid liability. Additionally, they should not accommodate more individuals than the capacity of the housing. Rental contracts or housing commitments must be organized for those working with employers.

4. Every vehicle or motorcycle owner among Syrian residents and displaced persons must submit documents proving ownership and legality of the vehicle, ensuring compliance with the legal conditions for operating it.

5. The operation of any institution and practice of any liberal profession is prohibited without a legal license for this work or investment.

6. All institutions within the municipal area that employ workers from the Syrian displaced persons must adhere to the following procedure:

- Submit to the classified institutions department a list containing the names of the workers, their identification documents, and a commitment for housing from each employer, specifying their place of residence and phone numbers, especially for those who circulate on motorcycles or in cars (delivery service providers), along with identification from the institution they work for."
