Simon Steele, the Executive Secretary of the United Nations Framework Convention on Climate Change, urged countries on Monday to remove "tactical barriers" to reach an agreement to address climate change at COP28, noting that some gaps have been narrowed. Steele stated that a draft text for a potential agreement would be released soon. He added, "The world is watching. There is no place to hide." He continued, "I urge negotiators to reject backsliding. Every step backwards from the highest level of ambition will cost countless millions of lives."
