The International Institute for Management Development (IMD) has listed Khobar as a smart city for the year 2024, ranking it 99th. This makes it the fifth Saudi city to join the ranks of smart cities, alongside Riyadh, Mecca, Medina, and Jeddah. This recognition is the result of ongoing efforts and progress within Saudi Arabia. The index focuses on assessing the development of cities in areas such as health and safety, job opportunities and education, mobility, cultural activities, governance, and achieving a balance between economic, technological, and human life aspects. Smart cities utilize digital technologies for better resource use and to reduce carbon emissions, making them more interactive and responsive to citizens, while making public spaces better meet the needs of residents.

The CEO of the Eastern Province Development Authority, Engineer Omar Al-Abdulatif, noted that smart cities will provide a better living standard for all community segments and improve access to basic services for residents. He indicated that Khobar's listing is the result of the effective efforts of partner entities working to improve and develop infrastructure, implement development projects, and advance the quality of life for both residents and visitors of Khobar. This aligns with one of the aspirations of Saudi Vision 2030 to provide a strong economy, an attractive environment for investors, and to create more job opportunities.

The inclusion of Khobar in the smart cities index is expected to attract global investments, companies, and new projects, enhancing economic growth and creating new job opportunities. These rankings reflect the commitment of Saudi cities to technological advancement and the building of smart and sustainable communities.
