Moscow Announces Foiling of Terrorist Act: Perpetrator is Russian Working with Ukrainian Intelligence

The Public Relations Center of the Russian Federal Security Service announced that it foiled a terrorist attack in the Samara region at a distribution center for humanitarian aid belonging to a volunteer organization. The operation resulted in the death of a member of the terrorist organization "Russian Volunteer Corps."

The Public Relations Center stated on Tuesday, "The Federal Security Service in Samara has thwarted a terrorist act planned by a Russian citizen born in 1994, who is a member of the terrorist organization 'Russian Volunteer Corps.' He operates under the auspices of Ukrainian intelligence."

The center added that the individual acted based on the instructions of his handlers. "An explosive device he had manufactured was found in a pre-prepared hideout, intended to be detonated at the humanitarian aid reception center of a volunteer organization."

During an attempt to arrest the perpetrator, the explosive device he possessed detonated, resulting in injuries that led to his death, "without injuring any security personnel or civilians."

According to intelligence reports, from 2022 to 2024, the man publicly participated in discrediting the Russian armed forces. In September 2023, he was recruited by Ukrainian intelligence through Alexander Kudashev, a member of the "Russian Volunteer Corps."

He agreed to organize and execute sabotage activities on Russian territory. In the terrorist's home, a laboratory for manufacturing explosives and components was found, along with another ready-to-use explosive device. A criminal case has been opened by the investigative department of the Federal Security Service in Samara regarding the preparation for a terrorist act.
