The Director General of General Security, Major General Elias Al-Baysari, revealed that he is preparing a comprehensive study on the file of Syrian refugees, which will be detailed and presented at a conference discussing the Syrian refugee issue in Brussels next month. In an interview with "Al-Jumhuriya," he stated that regarding the file of detained Syrians, he is working on a plan to facilitate the deportation of some prisoners in coordination with the Minister of Justice and the Public Prosecution, under the supervision of the Minister of Interior.
He disclosed that the General Directorate of General Security is preparing amendments concerning the residency conditions for residents, emphasizing that the new amendments will tighten the application of residency conditions. This includes implementing strict measures against any Syrians violating residency conditions or Lebanese laws, potentially leading to their immediate deportation if they breach these conditions.
Regarding his upcoming visit to Syria, Al-Baysari confirmed that “the matter requires a suitable timing previously agreed upon between the Syrian and Lebanese countries, to set the groundwork for negotiations about the possibility of deporting prisoners.” He stressed the need for political calm, a political agreement, and the importance of respecting international treaties that preserve human rights.
Concerning adherence to the treaty made between Lebanon and Syria, Al-Baysari pointed out that “agreements between countries are always subject to modification because treaties are not immutable; they can be amended if the involved parties agree on that,” at the same time highlighting the necessity of examining all files thoroughly and studying each case individually.
Regarding those convicted on terrorism charges, Al-Baysari confirmed that “Lebanese law prevents their return and they must complete their sentences fully in Lebanon,” according to "Al-Jumhuriya."
