A report in the British newspaper "The Times" stated that secret documents revealed a plan by Hamas to establish a military base in Turkey. Israel claims that a document titled "Establishing a Base in Turkey" was found in the home of Hamas's Chief of Staff in Gaza. According to the files discovered by the Israeli army in Gaza and reviewed by "The Times," Hamas planned to set up a secret base in Turkey and other cells in various locations to coordinate attacks against Israeli targets in neighboring countries, including NATO member states.

The document titled "Establishing a Base in Turkey" was discovered in the home of Hamza Abu Shneb, the Chief of Staff for Hamas leader Yahya Sinwar, according to "The Times." As a result, the unnamed author of the plan stated, "There is no choice but to work hard to establish military sites that can serve as bases for special operations capable of supporting resistance forces in military, diplomatic, and moral aspects. Thus, we propose the establishment of a security branch in the foreign ministry capable of carrying out future intelligence and military activities."

The document outlines a three-year plan aimed at "establishing numerous military cells and safe houses in many countries," followed by "training the military cells and planning attacks and assassinations." The assassination targets mentioned in the document included "officers and leaders in Mossad" and influential Israelis, and also mentioned "sabotaging a vessel belonging to the Israeli navy" and "kidnapping operations."

The printed document found in the home of Hamza Abu Shneb describes the efforts made by Israel to control the Gaza Strip over the past decade, which put Hamas in a defensive position.
