The newspaper clarified that "by November, a specific plan and meetings regarding this matter are scheduled." The American magazine "Responsible Statecraft" previously noted that "Ukraine acknowledges the possibility of starting peace negotiations with Russia." The newspaper "El País" quoted Hungarian Prime Minister Viktor Orban, after his visit to Moscow, Kyiv, and Beijing, stating that the next two months will be "more dramatic" in Ukraine, anticipating the start of settlement negotiations by the end of the year. President Vladimir Putin, on the eve of the Swiss conference, outlined Russia's conditions for beginning negotiations with Ukraine, which include the withdrawal of Ukrainian forces from the territories of the new Russian regions, Ukraine's abandonment of plans to join NATO, and declaring neutrality while renouncing any aspirations to obtain nuclear weapons.
