The subscriber must obtain a certificate from their approved bank confirming that the reason for the failure to pay the bill was due to the bank's error. After that, the subscriber must personally submit a refund request at any of "Alpha's" stores, attached with the mentioned certificate, and must pay any due amounts on the number. This procedure applies exclusively to numbers that are still available in the market."
