The United Nations Special Coordinator for Lebanon, Joanna Frontisca, and the Under-Secretary-General for Peacekeeping Operations, Jean-Pierre Lacroix, briefed the Security Council on the implementation of Security Council Resolution 1701 (2006) during a closed meeting to discuss the latest report from UN Secretary-General Antonio Guterres regarding the application of the resolution. The Special Coordinator expressed deep concern over the escalation in gunfire exchanges on both sides of the Blue Line and beyond, stating that these repeated violations of Resolution 1701 increase the risks of miscalculation and exacerbate the deterioration of the current critical situation.
The Special Coordinator emphasized, "In light of the priority to prevent and reduce escalation on our agenda, our collective focus and advocacy must primarily be directed towards urging a return to the cessation of hostilities," adding that there remains room for diplomatic efforts to reach a solution that prevents the outbreak of wider conflict. She specifically lamented the impact of fighting on civilians: "I reminded parties involved of the need to adhere to international humanitarian law and respect human rights, specifically the commitment to protect civilians."
The Special Coordinator noted that the current situation highlights the dangers posed by the incomplete implementation of Resolution 1701 for Lebanon and Israel and for the stability of the entire region. She added, "It is no longer sufficient to return to the relative calm and stability that prevailed before October 8. A political process based on the full implementation of Resolution 1701, aimed at addressing the root causes of the conflict and ensuring long-term stability, has become essential."
In pointing out that key commitments under Resolution 1701 remain pending and require action from all parties, the Special Coordinator remarked that it is crucial to refocus on the overarching goal of a permanent ceasefire and finding a long-term solution to the conflict. She highlighted the importance of having a strong Lebanese Army with the capabilities to fully implement Resolution 1701, calling for enhanced international support to enable the Army to effectively perform its duties, including its cooperation with UNIFIL.
She also reaffirmed the urgent necessity to end the presidential vacuum in Lebanon to allow state institutions to function fully amid the current crisis. She noted that the unity of the Security Council behind efforts to maintain Lebanon's sovereignty, territorial integrity, and political stability is critical.
