On November 19, 2015, Egypt and Russia signed a cooperation agreement to establish a nuclear power station with an investment cost of $25 billion, funded by a government loan from Russia to Cairo.

Additionally, Presidents Abdel Fattah el-Sisi and Vladimir Putin signed the final agreements for the construction of the Dabaa station during the Russian president's visit to Cairo in December 2017. The Dabaa station will consist of four "3+" generation reactors operating on pressurized water, with a total capacity of 4800 megawatts, 1200 megawatts for each reactor, with the first reactor set to launch in 2028.

The Russian state atomic energy corporation "Rosatom" is building the "Dabaa" station using the best technologies and the highest safety standards globally, as defined by the International Atomic Energy Agency.
