Legal Actions Against "Zainab Bint Al-Diwaniyah" for Inappropriate Content

Legal Actions Against

The Content Committee in the Ministry of Interior has taken legal actions against the individual known as "Zainab Bint Al-Diwaniyah." According to a security source, the committee, based on a decision from the Karakh Court specialized in publishing and media cases, has initiated these legal procedures against her. This follows the arrest of a beauty and tattoo center owner, known as "Hanouna Hukuma," in the Mansour area of Baghdad three days earlier for the same reason. Additionally, two weeks prior, security authorities arrested Syrian singer Mohsen Al-Furati on charges of "inappropriate content" in the Iraqi capital, Baghdad, in accordance with Article 403 of the Iraqi Penal Code, based on actions taken by the Content Committee in the Ministry of Interior.

Since the beginning of the year 2023, the Ministry of Interior and the Supreme Judicial Council have been conducting a campaign to pursue those accused of publishing "inappropriate content" on social media, resulting in several arrest warrants and prison sentences for various individuals. The Ministry of Interior relies on Article 403 of the Iraqi Penal Code enacted in 1969, which states: "Anyone who produces, imports, exports, possesses, obtains, or transports with the intent to exploit or distribute books, publications, other writings, drawings, images, films, symbols, or other items that are indecent or contrary to public morals shall be punished by imprisonment for a term not exceeding two years and a fine of no less than two hundred dinars or with one of these penalties. The same penalty applies to anyone who advertises, displays to the public, sells, rents, or offers for sale or rent, even if not publicly, any of these items, and to anyone who distributes or delivers them for distribution by any means. The offense is considered an aggravated circumstance if committed with the intent to corrupt morals."
