The session of the Egyptian House of Representatives witnessed a strong attack from the Speaker of the House and several members against the government due to its delay in issuing the executive regulations for the law on settling building violations. The Speaker of the Egyptian House of Representatives, Counselor Hani Abou El-Enein, during the public session, urged the government to swiftly issue the executive regulations for the law on settling building violations to put an end to the infractions.
Abou El-Enein, responding to urgent statements made by several deputies during the session, said, "The executive regulations for the law on settling building violations are not a dilemma or algorithms." He added that coordination had taken place with the Prime Minister to resolve the issues, and the law was issued. It was supposed that following this coordination, the issuance of the regulations for the law on settling building violations would coincide with the law, as the issues on the ground are substantial.
He continued, "This is what we promised during the discussions, and I don’t know the justification for this delay, especially since the law was meant to address all problems and was full of constitutional flaws that have been rectified."
Amr Darwish, Secretary of the Local Administration Committee, submitted an urgent statement regarding what he described as the government's "failure" to issue the executive regulations for the law on settling building violations. He said, "The day before yesterday was the last day of the extension granted to the government to issue the executive regulations for the law on settling building violations, which was a 3-month period, and the government promised during the discussions of the law that the regulations would be issued within this 3-month period, but to this day, the regulations have not been issued."
Deputy Ihab Mansour also submitted another urgent statement about the delay in the regulations for the law on settling building violations, saying: "The government has lost its legitimacy and must resign." He added, "The government is not contradicting itself, but is contradicting the people, pointing out that the government wasted 6 billion dollars because of the law on settling building violations, and due to the delay of the executive regulations. People are paying bribes under the table... the government has lost its legitimacy, and we are suffering in the streets."
The Speaker of the House responded, saying that "everything the deputies mentioned is correct," noting that "the discussions regarding the law on settling building violations took a long time in its version that was filled with problems."
