Putin addressed the North Korean leader, stating, "Last year, as a result of your visit to Russia, we made significant progress in building modern relations between our two countries, and today a new fundamental document has been prepared that will serve as the basis for our long-term relations." He noted that the two countries celebrated the seventy-fifth anniversary of diplomatic relations last year and this year marks the seventy-fifth anniversary of the signing of the first joint document between the two nations, which is the Agreement on Economic and Cultural Cooperation signed by the first leader of North Korea, Comrade Kim Il Sung, during his first visit to Moscow.
