## Statement of the Arab Summit in Algeria Regarding Lebanon

The statement issued by the Arab summit held in Algeria reaffirmed solidarity with the Lebanese Republic to maintain its security and stability and support the steps taken to assert its sovereignty over its land and maritime territories. It expressed the hope that Lebanon would implement the required reforms and that the Parliament would elect a new President for the country.

The complete statement of the Arab summit reads as follows:

"We, the leaders of the Arab states, gathered in Algiers in the People's Democratic Republic of Algeria, on November 1st and 2nd, 2022, corresponding to 7-8 Rabii Al-Thani 1444 AH, during the 31st ordinary session of the Arab League Council at the summit level, at the kind invitation of His Excellency President Abdelmadjid Tebboune, President of the People's Democratic Republic of Algeria:

Inspired by our shared history and the bonds of Arab solidarity, which shone at its best during the unity of Arab peoples and states around the struggle of the Algerian people during the eternal revolution of November 1st and the sacrifices of Arab brothers in support of their Algerian brothers.

Recalling the historical decisions made by Arab leaders in all previous summits, including those held in Algeria during pivotal moments in our nation’s history, and based on the collective achievements made during those milestones in favor of the Arab nation’s causes and joint Arab action.

Recognizing the delicate circumstances and the rapid developments in the international arena and what the current polarization indicates about the signs of reshaping the balance of power, along with the risks this situation brings to our national security, the integrity of our nations, and their stability, which necessitates unifying efforts to maintain our common interests and positioning as an influential actor in mapping out the new international order based on justice and sovereign equality among nations.

While we welcome the initiative of His Excellency the President of the People's Democratic Republic of Algeria, Mr. Abdelmadjid Tebboune, to choose 'Unity' as the title of our summit, we express our deep pride in the participation of Algeria, its leadership, government, and people, in the celebrations commemorating the 68th anniversary of the eternal November revolution, and we solemnly remember its martyrs who watered this pure land with their noble blood:

**First:** Regarding the Palestinian cause:

- Affirming the centrality of the Palestinian cause and our unconditional support for the inalienable rights of the Palestinian people, including their right to freedom and self-determination and the establishment of an independent and fully sovereign State of Palestine along the lines of June 4, 1967, with East Jerusalem as its capital, and the right of return and compensation for Palestinian refugees in accordance with UN General Assembly Resolution 194 of 1948.

- Affirming our commitment to the Arab Peace Initiative of 2002 in all its elements and priorities, and our commitment to just and comprehensive peace as a strategic option to end the Israeli occupation of all Arab territories, including the Syrian Golan, Shebaa Farms, and the Kfar Shuba hills in Lebanon, and to resolve the Arab-Israeli conflict based on the principle of land for peace and international law and relevant international legitimacy resolutions.

- Emphasizing the necessity of continuing efforts to protect the occupied city of Jerusalem and its sanctities and defend it against rejected and condemned attempts to change its demographic and Arab-Islamic and Christian identity and the historical and legal status quo, including through support for the Hashemite guardianship for the protection of Islamic and Christian sanctities and the management of Jerusalem's endowments and the affairs of the Al-Aqsa Mosque under the Jordanian Ministry of Awqaf and Islamic Sanctities as the exclusive authority, as well as the role of the Al-Quds Committee and the Bayt Mal al-Quds in defending the city of Jerusalem and supporting its steadfast citizens.

- Demanding the lifting of the Israeli blockade on the Gaza Strip and condemning the use of force by the occupying authority against Palestinians and all barbaric practices, including assassinations and arbitrary arrests, and demanding the release of all prisoners and detainees, especially children, women, the sick, and the elderly.

- Confirming our adoption and support for the State of Palestine’s efforts to obtain full membership in the United Nations and calling on countries that have not yet recognized the State of Palestine to do so, along with the necessity of supporting Palestinian legal efforts aimed at holding the Israeli occupation accountable for the war crimes and crimes against humanity committed against the Palestinian people.

- Appreciating the Arab efforts to unify the Palestinian ranks and welcoming the signing by Palestinian brothers of the "Algiers Declaration" stemming from the "Unity Conference for Achieving Palestinian National Unity," held in Algeria from October 11 to 13, 2022, reinforcing the necessity of unifying the efforts of Arab countries to expedite achieving this noble goal, especially by accompanying our Palestinian brothers towards implementing the agreed-upon steps within the aforementioned declaration.

**Secondly:** Regarding the conditions in the Arab world:

- Working to enhance joint Arab action to protect Arab national security in its comprehensive sense, including all its political, economic, food, energy, water, and environmental dimensions, and contributing to resolving and ending the crises facing some Arab countries while preserving the unity of member states and their territorial integrity and sovereignty over their natural resources, meeting the aspirations of their people for a secure and dignified life.

- Rejecting all forms of external interference in the internal affairs of Arab countries and adhering to the principle of Arab solutions to Arab problems by strengthening the role of the Arab League in crisis prevention and resolution through peaceful means, and working to enhance Arab-Arab relations. In this context, we appreciate the efforts exerted by many Arab countries, particularly Kuwait, to achieve Arab and Gulf solidarity.

- Expressing full solidarity with the Libyan people and supporting efforts aimed at ending the Libyan crisis through a Libyan-Libyan solution that preserves the unity and sovereignty of Libya, ensures its security, and fulfills its people's aspirations to organize elections as soon as possible to achieve lasting political stability.

- Affirming support for the legitimate Yemeni government and endorsing the establishment of the Presidential Leadership Council while supporting efforts to reach a political solution to the Yemeni crisis based on the approved references, stressing the necessity of renewing the humanitarian ceasefire as a fundamental step toward this pathway aimed at achieving a comprehensive political settlement that ensures the unity of Yemen, its sovereignty, stability, and the safety of its territories and the security of Gulf countries, rejecting all forms of external interference in its internal affairs.

- Encouraging Arab countries to collectively contribute to efforts to find a political solution to the Syrian crisis and address all its political, security, humanitarian, and economic repercussions, ensuring Syria's unity and sovereignty, achieving its people's aspirations, and restoring its security, stability, and regional and international standing.

- Welcoming the revivification of constitutional life in Iraq, including the formation of the government and commending its efforts aimed at achieving stability and economic development and realizing the hopes and aspirations of the Iraqi people, while valuing the successes achieved by Iraq in defeating terrorist organizations and praising the sacrifices of its people in defending the sovereignty of the country and its security.

- Renewing solidarity with the Lebanese Republic to maintain its security and stability, supporting steps taken to assert its sovereignty over its land and maritime areas, and expressing hope that Lebanon will implement the required reforms and that the Parliament will elect a new President for the country.

- Renewing support for the Federal Republic of Somalia to consolidate the pillars of security and stability through the contribution of Arab countries to enhance Somali national capacities in combating terrorism and enabling this fraternal country to respond to the challenges it faces in the current phase, particularly due to the severe drought crisis.

- Supporting ongoing efforts to achieve a political solution between Djibouti and Eritrea regarding border issues and the matter of Djiboutian prisoners.

- Emphasizing the necessity of contributing to supporting Arab countries that have gone through or are going through difficult political, security, or economic circumstances, or those facing extraordinary situations due to natural disasters, by mobilizing available resources according to various means proposed both bilaterally and through Arab, regional, and international frameworks.

- Emphasizing the need to establish a zone free of nuclear weapons and weapons of mass destruction in the Middle East according to the agreed frameworks and urging all concerned parties to join and implement the Treaty on the Non-Proliferation of Nuclear Weapons, which remains the cornerstone of the international system for preventing the proliferation of such weapons.

**Thirdly:** Regarding the promotion and modernization of joint Arab action:

- Committing to advancing the path of enhancing and modernizing joint Arab action and elevating it to meet the aspirations and ambitions of Arab peoples, based on a new approach that supports traditional frameworks and prioritizes the concerns and interests of individual Arab citizens.

- Valuing the constructive proposals made by His Excellency the President of the People's Democratic Republic of Algeria, Mr. Abdelmadjid Tebboune, aimed at activating the role of the Arab League in preventing and resolving conflicts, affirming the popular dimension, and enhancing the position of youth and innovation in joint Arab action.

- Confirming the need to launch interactive dynamics among official Arab institutions and civil society actors of all kinds and living forces, creating spaces for idea exchange, fruitful discussion, and constructive dialogue to unify efforts to address the challenges posed with the participation of all.

- Committing to intensifying efforts to realize the project of Arab economic integration according to a comprehensive vision that ensures optimal exploitation of the components of Arab economies and the valuable opportunities they provide, aiming for the full activation of the Greater Arab Free Trade Area in preparation for establishing the Arab Customs Union.

- Emphasizing the importance of converging efforts to enhance collective Arab capacities in responding to challenges related to food and health security and energy, and addressing climate change, while noting the necessity of developing cooperation mechanisms to institutionalize Arab action in these fields.

**Fourthly:** Regarding relations with neighboring countries and partnerships:

- Emphasizing the necessity of building sound and balanced relations between the Arab group and the international community, including its Islamic, African, and Euro-Mediterranean surroundings, based on the principles of good neighborliness, trust, productive cooperation, and mutual commitment to the principles enshrined in the United Nations Charter, foremost among them respect for state sovereignty and non-interference in internal affairs.

- Emphasizing the importance of cooperation and partnership forums that bring together the Arab League and various international and regional partners, as they represent important spaces for political consultation and building bridges of communication and balanced partnerships based on mutual respect and benefit.

**Fifthly:** Regarding international conditions:

- Emphasizing that the escalating tensions in the international arena highlight more than ever the structural imbalances in global governance mechanisms and the urgent need to address them within an approach that guarantees equity and equality among all states and puts an end to the marginalization of developing countries.

- Emphasizing the necessity for Arab countries to participate in shaping the features of the new international system in the post-COVID-19 and Ukraine war era as a coherent and unified group and as an effective party that possesses the will, capabilities, and competencies to make a tangible and positive contribution in this regard.

- Committing to the principles of non-alignment and the common Arab stance on the war in Ukraine, which is based on rejecting the use of force and striving to activate the peace option through the active engagement of the Arab ministerial contact group (which includes Algeria, Egypt, Jordan, the United Arab Emirates, Iraq, Sudan, and the Secretary-General of the Arab League) in international efforts aimed at formulating a political solution to the crisis that aligns with the principles of the United Nations Charter and considers the security concerns of the involved parties, while rejecting the politicization of international organizations. In this context, noting the efforts made by other Arab countries such as the Kingdom of Saudi Arabia.

- Valuing the balanced policy adopted by the "OPEC+" alliance to ensure the stability of global energy markets and the sustainability of investments in this sensitive sector within an economic approach that protects the interests of both producing and consuming countries.

- Emphasizing the necessity of unifying efforts to combat terrorism and extremism in all its forms, drying up its funding sources, and working to mobilize the international community within a comprehensive multi-dimensional approach based on adherence to international law and relevant UN resolutions, especially regarding the demand for partners not to allow their territories to be used as refuges or platforms to incite or support terrorist acts against other countries.

- Welcoming the positive moves and initiatives undertaken by many Arab countries to curb the spread of Islamophobia, reduce tensions, and promote values of tolerance, respect for others, and dialogue among religions, cultures, and civilizations, and elevating the values of coexisting in peace that the United Nations established at the initiative of Algeria. Welcoming, in this context, the historic visit of His Holiness the Pope of the Vatican to the Kingdom of Bahrain, where he participated alongside His Eminence Dr. Ahmad Al-Tayyib, Grand Imam of Al-Azhar, Chairman of the Council of the Muslim Elders, in the "Bahrain Forum ... Dialogue of East and West for Human Coexistence."

- Valuing the significant role played by Arab countries in addressing major challenges facing humanity such as climate change and commending, in this regard, the Middle East Green Initiative launched by the Kingdom of Saudi Arabia.

- Emphasizing the importance of Arab countries taking a prominent role in organizing major international events that represent key and structured milestones for international relations. In this regard, we express:

- Our support for the Arab Republic of Egypt as it prepares to host the 27th Conference of the Parties to the UN Framework Convention on Climate Change.

- Our support for the State of Qatar, which is preparing to host the finals of the 2022 FIFA World Cup, with our complete confidence in its ability to organize a distinguished edition of this global event and our rejection of the malicious smear and doubt campaigns targeting it.

- Our support for the Kingdom of Morocco hosting the ninth World Forum of the Union of the United Nations Alliances of Civilizations, on November 22-23, 2022, in Fez.

- Our support for the United Arab Emirates in its preparations to host the 28th Conference of the Parties to the UN Framework Convention on Climate Change.

- Our endorsement of the nomination of the city of Riyadh, Saudi Arabia, to host Expo 2030.

In conclusion:

- We express our deep gratitude to His Excellency the President of the People's Democratic Republic of Algeria, Mr. Abdelmadjid Tebboune, for the valuable efforts he exerted in organizing and managing the summit meetings with wisdom and foresight, for his role in deepening consultation and enhancing coordination, and for providing all the conditions for the success of this important Arab milestone that was characterized by an ideal spirit of brotherhood and consensus, with our great appreciation for his contributions and initiatives that made this summit a distinguished station in the journey of joint Arab action."
