A senior source familiar with the Paris discussions regarding a ceasefire in Gaza stated that the Palestinian Islamic Resistance Movement (Hamas) has received a draft proposal that includes a ceasefire of military operations and a prisoner exchange between Palestinian detainees and Israeli hostages. U.S. President Joe Biden noted that Israel has agreed to cease military operations in Gaza during the month of Ramadan, as Hamas considers the draft proposal.
According to a statement provided by the source to Reuters on Tuesday, the first phase of the agreement lasts for 40 days, with the total ratio of exchanging detainees for hostages being ten to one. The proposal also includes:
* Both sides completely halting their military operations.
* Ceasing aerial reconnaissance over Gaza for eight hours a day.
* Releasing all Israeli hostages who are women and children under 19 years old and those over 50 years old, as well as sick individuals, in exchange for a specified number of Palestinian detainees based on the following figures:
- For 40 hostages listed in the previous humanitarian category, around 400 Palestinian detainees will be released according to the ratio of ten detainees for one hostage.
* Gradually returning all displaced civilians—except males of military service age—to northern Gaza.
* After the beginning of the first phase, Israel will reposition its forces away from densely populated areas in Gaza.
* Commitment to introduce 500 trucks carrying humanitarian aid daily.
* Commitment to provide 200,000 tents and 60,000 mobile housing units.
* Allowing the rehabilitation of hospitals and repair of bakeries in Gaza and urgently permitting the entry of necessary equipment and providing essential fuel supplies for those purposes according to agreed quantities.
* Israel agrees to allow the entry of heavy machinery and equipment for rubble removal and assistance for other humanitarian purposes while providing the necessary fuel supplies for these purposes based on agreed quantities, with an increase over time. Hamas commits to not using the machinery and equipment to threaten Israel.
* The arrangements agreed upon in the first phase do not apply to the second phase, which will be subject to separate subsequent negotiations.
