Guler confirmed that "his country wants to improve its relations with the Shanghai Cooperation Organization, but its priority is to fulfill its commitments to NATO." He added, "Our priority is to fulfill our obligations to NATO, an important ally, and to strengthen solidarity with our allies. Our focus should be on ensuring that the alliance is prepared, determined, and strong."
