The Public Relations Department of the Beirut Municipality reported in a statement today, Friday, that "the Governor of the City of Beirut, Judge Marwan Abboud, issued a notice numbered 4554 dated June 5, 2024, stating: 'Based on national responsibility, and due to the negative impact on public safety and the environment and public health that may result from non-compliance with the provisions of Decree No. 475 dated November 16, 1964 (regarding the monitoring of steam boilers). Based on the letter from the Ministry of Industry No. 87/2024 dated January 16, 2024, which includes a letter from the Institute of Industrial Research No. 031/2024 dated January 8, 2024, in this regard. And based on the needs of public interest and safety requirements, and to prevent accidents.
First: All owners of the following institutions (hospitals, hotels, factories, tourism projects, sports clubs, etc.), specifically food factories and others within the jurisdiction of the City of Beirut that use steam boilers in their activities, must inform the Institute of Industrial Research and obtain its approval for their operation along with an annual public safety certificate, after carrying out the necessary technical inspections by the Institute (pressure hours, burner controlling devices, valves, safety devices, installations, etc.).
Second: The owners of the aforementioned institutions and factories that operate steam boilers are granted a maximum period of one month from this date to comply with the conditions and adhere to the technical specifications and procedures mentioned, under the threat of legal prosecution and the implementation of the measures and penalties stipulated in the applicable laws and regulations, including the organization of violation notices and sealing the boiler(s) with red wax if necessary.'"
