Oleg Kiper, the governor of the Odesa region in Ukraine, stated on Thursday that "Russia shelled the port infrastructure in the Odesa region in a missile attack last night, resulting in the death of a guard and damage to a shipping terminal." The Ukrainian Air Force reported that it "could not shoot down Kalibr missiles, but announced the downing of eight drones last night in other areas of Ukraine." A spokeswoman for the Ukrainian southern command emphasized that "a thunderstorm assisted Russia in the attack." She added, "The enemy took advantage of the weather conditions and launched missiles amid thunder and winds, at very low altitudes to make detection more difficult." Ukrainian Deputy Prime Minister Oleksandr Kubrakov stated in a statement late Wednesday that "26 infrastructure facilities in Ukrainian ports and five civilian ships were damaged during nine days of Russian airstrikes." Russian attacks on Odesa ports have been repeated since Moscow withdrew from the Black Sea grain export initiative last week.
